Entry and residence of foreign citizens wishing to study in the Republic of Azerbaijan

1. Registration of foreign citizens at the place of residence;

    Foreigners or persons without citizenship temporarily staying in the Republic of Azerbaijan for more than 15 days (citizens of the Republic of Kazakhstan for more than 30 days) must be registered at the place of residence. If a foreigner or a person without citizenship changes his/her place of residence, he/she must be registered at the new place in accordance with Articles 21.2–21.5.

    Within 15 days from the date of arrival of the foreigner for registration (citizens of the Republic of Kazakhstan within 30 days) it is necessary to register electronically through the electronic services of the official website of the State Migration Service, e-government portal and e-mail ([email protected]) or in person to regional migration offices  or "ASAN service" centers.

 Documents required for registration at the place of location:
1. Application form;
2. A copy of the passport of the foreigner (other border crossing document) (including the visa page and the pages indicating the last entry into the country).
3. The state fee for registration of foreigners and persons without citizenship at the place of residence is not paid.
  The "ASAN Visa" system provides the opportunity to issue an accelerated visa within 3 hours, regardless of non-working days and holidays. In this regard, foreigners and persons without citizenship can apply for an e-visa by visiting the website www.evisa.gov.az, receiving detailed information. Electronic visas are issued only to citizens of the countries listed.

2. When a foreign citizen is admitted to the university, the university obtains a temporary residence permit for 1 year each year during the period of study;

Foreigners and persons without citizenship must submit the following documents to obtain a temporary residence permit (extension) in the territory of the Republic of Azerbaijan:

1. Application form with a sample approved by the Cabinet of Ministers of the Republic of Azerbaijan;

2. A copy of the passport or other border crossing document (the validity period of the passport or other document must be at least 3 months longer than the expiration date of the temporary residence permit);

3. On the grounds specified in Articles 45.1.1 (in case of close kinship with a citizen of the Republic of Azerbaijan) and 45.1.5 (in case of temporary or permanent residence of a foreigner or a person without citizenship in the territory of the Republic of Azerbaijan) of the Migration Code notarized consent application of a family member or close relative provided for in these articles in connection with the issuance of a temporary residence permit to non-residents;

4. Certificate of absence of virus disease provided in the list of dangerous infectious diseases approved by the relevant executive authority (human immunodeficiency virus infection, dangerous infectious diseases of hepatitis B and C).

5. A copy of the document entitling to temporary stay or temporary residence in the territory of the Republic of Azerbaijan;
6. Two photos of 3,5x4,5 (cm in size);

7. Document of the place of residence to be registered (extract from the state register of real estate on state registration of property rights, order, lease (rent) agreement or other document stipulated by the legislation of the Azerbaijan Republic);

7.1. Application of a person providing a place of residence to a foreigner or a person without citizrnship (except in cases when a foreigner and a person without citizenship owns a place of residence);

7.2. A copy of the identity document of the person who provided accommodation to a foreigner and a person without citizenship (except in cases where the residence is owned by a foreigner or a person without citizenship);

8. Document on payment of national tax.

Note: The document on payment of the national tax is issued to foreigners and persons without citizenship upon issuance of a temporary residence permit within the territory of the Republic of Azerbaijan. Article 47.5 of this Code (taking into account the opinion of the relevant executive authority on the applications of foreigners and persons without citizenship for temporary residence in the territory of the Azerbaijan Republic, in accordance with the amount of national tax paid in accordance with the Law of the Azerbaijan Republic "On National tax ". If the national tax
 is not paid within 30 days from the last day of the term, the relevant executive authority shall revoke the temporary residence permit.
