1.1.Student and Youth Organization (hereinafter referred as “Organization”) within Higher and Secondary Education institutions guided by the voluntariness principles and common interests of studying youth, is created in order to increase their activity at HEI’s social life, to protect rights, to organize their leisure time, to ensure interest and intellectual development, as well as establish close relations between groups and faculties.
1.2.The Organization operates according to Constitution and laws of Azerbaijan Republic, decision, order and recommendations of Ministry of Education, Ministry of Youth and Sport, regulations of higher and secondary education institutions.
1.3.The organization operates jointly with state, none – governmental and international organization in order to achieve operative solution of issues related to students and education problems
1.4.The organization is an independent student and youth organization based on general interests and voluntariness principles of students, studying at higher and secondary education institutions.
II.Main objective and duties of the Organization.
2.1.The main objective of the Organization is to represent and protect general interests of each student in the direction of state youth policy and ensure their active participation in social and political, economic life of the Republic.
2.2.1. The main objectives of the Organization are:
2.2.2. Solving social problems of students
2.2.3. Enlightening students.
2.2.4. Organizing student’s leisure time
2.2.5. Ensuring students’ rights
2.2.6. Providing students’ participation in local and international festivals, exhibitions, competitions and contests.
2.2.7. Implementing preventions against drug addiction, alcoholism, crime, immorality and other negative inclination among the students.
2.2.8. Organizing meetings with distinguished individuals, symposiums, debates, discussion clubs, mass publicity campaigns, trainings, scientific conferences, round – tables, exhibitions, meetings, forums, festivals, seminars, contests jointly with students.
2.2.9. Publishing of newspaper and magazines in order to deliver information about students and youth activities as well as news about social and political, social – economic and cultural events.
2.2.10. Organizing services, courses, clubs, studios, circles to ensure intellectual development and students’ interests.
2.2.10. To analyze problems of students, to put tasks before Scientific Council in order to make a decision and to apply for these issues to the administration of the institution
2.2.11. Getting information on number of students, their attendance, disciplines, providing with dormitories from relevant department and faculties.
2.2.12. Implantation of other duties not prohibited by law.
III.Membership to the Organization, members’ rights and duties.
3.1.Students of higher and secondary education institutions are able to be members of the Organization.
3.2.Membership is voluntary.
3.3.Admission is carried out by Administrative Council
3.4.Those who wish to be a member of the Organization apply in written form to Administrative Board. The appeal is considered within 10 days and admission to membership is adopted if more than half of the members give a positive answer.
3.5.Members of the Organization have equal rights and they are followings:
3.5.1.To participate in management of the Organization
3.5.2.To elect or be elected to any elective body of the Organization
3.5.3.To participate in events organized by the Organization. .
3.5.4.To get information about Organization’s activity
3.5.6.To participate in various project and programs.
3.7.To apply for assistance of protection their rights.
3.8.Members are not allowed to be the member of two elective bodies at the same time.
3.8. Members have the following responsibilities.
3.8.1. Comply with the Regulations of the Organization.
3.8.2. Take responsibility for the performed work
3.8.3. Carry out the decisions of the elected body of the Organization
3.9. The Organization’s activity is terminated in the following cases:
3.9.1. Liquidation of the Organization.
3.9.2. Voluntarily withdrawal from membership.
3.9.3. Dismissed from the membership of the Organization.
3.10. In case of dissatisfaction regarding termination of membership he/she has the right to appeal to Administrative Board.
The Organization has following structure:
Organization on higher and secondary education institution(university, academy, institution, conservatory, college, technical school)
The group organization is the first core of student and youth organization consisting of at least 3 members.
Group Organization is headed by chairman or vice chairman elected with secret ballot.
Administrative Board consisting of 5 individuals including chairman and vice – chairman is elected in the case of the number of members are more than 20.
Administrative Board of group organization provides the Administrative Board of faculty organization about members’ initiatives and ensure the implementation of activity plan adopted on the faculty within the group.
Meetings of Administrative Board are carried out at least 2 times in a month.
Faculty organization is established if
Administrative Board is formed involving at least 7 members consisting of Chairman and Vice – chairman.
Administrative Board put Administrative Council’s attention to the member’s initiatives and ensure their implementation within the faculty.
Meetings of Administrative Board of faculty organization are held at least 1 time in a month.
5.1. Management Bodies of the Organization are followings:

5.1.3. Inspection Committee
5.2. Supreme Body of the Organization is Conference convening at least one time a year.
5.3. Elections of Conference members are formed according to the number of students and approved by Administrative Council.
5.4. Extraordinary Conference could be convened under the decision of Administrative Council and written request of more than half of members.
5.5. Members must be informed about Conference Call before 20 days.
5.6. Responsibilities of the Conference are:
5.6.1. Election of Administrative Council and Inspection Committee
5.6.2. Defining the number of Administrative Council
5.6.3. Offer proposals on amendments to Regulations.
5.6.4. Doing changes in Organization structure.
5.6.5. Termination of responsibilities of executive bodies.
5.6.6. Approval of annual report.
5.6.7. Consider the complaints and appeals of Organization members
5.6.8. Consider appeals of chief of the executive bodies.
5.7. Conference is considered valid if more than 50% of members if attended
5.8. Issues discussed in the Conference are adopted by majority members’ vote
5.9. The protocol is drawn up in the Conference; the Protocol is signed by chairman and secretary of the Conference.
5.1. Administrative Council leads to organization activity. The number of members is determined by the Conference
5.11. The number of members is determined as follows:
5.11.1. 2 -3 person from each faculty
5.11.2. Quotas on faculties may be extended if the number of faculties is less than 5
5.11.3. The number of members of Administrative Council shouldn’t be less than 11 people
5.12. Administrative Council is elected for 2 years period.
5.13. Activities of members could be terminated in following cases:
5.13.1. After BA or MA’s study is finished.
5.13.2. If the student continues education in other HEI or abroad.
5.13.3. If the member does not participate in the meetings consistently 3 times for any reason.
5.13.4. Under the member’s own decision
5.14. Administrative Council is a collegial body consisting of chairman, vice – chairman and members.
5.15. Meetings of Administrative Council are held 2 times in a month and have following responsibilities.
5.15.1. Admit members to organization and exempt
5.15.2. Set up executive bodies of the Organization.
5.15.3. Approve action plan and projects of the Organization
5.15.4. Make decision on all organizational tasks
5.16. Meetings of Administrative Council are considered valid if more than 50% of members if attended and decision are made by simple vote majority
5.17. Extraordinary meeting could be called by the request of members.
5.18. Administrative Council is guided by chairman.
5.19. The chairman is elected with secret ballot for 2 years.
5.20. A candidate for chairman position could not be elected more than twice.
5.21. Responsibilities of the chairman:
5.21.1. Implements general guidance and carries out executive and administrative functions
5.21.2. Represents the Organization and acts on behalf of it
5.21.3. Leads the Administrative Council’s meetings
5.21.4. Provides the implementation of decisions
5.21.5. Implements other functions .assigned by the Conference
5.21.6. Submits developed project to University administration for financial support.
5.21.7. Gives reports on its activity to Conference
5.22. In the absence of the chairman, the responsibilities are carried out by one of the vice – chairmen.
5.23. Vice – chairmen are elected by secret ballot for two years. Chairman of the Conference is also the vice – chairperson of Administrative Council.
5.24. Candidate for deputy chairman post can’t be elected more than two times.
5.25. Inspection Committee implements control over the activity of elective bodies, officials and members. IC consisting of 5 members is elected by Conference for 2 years.
5.26. IC should look through the incoming application from organization bodies and members and respond them within 10 days
5.27. Individuals, elected to IC should not be represented in Administrative Council
VI. Organization activity, property, project and programs of the Organization.
6.1. Room and technical equipment, defined for activity of the organization is considered its property
6.2. Financial activity of the organization is implemented by the means of financial resources, defined by HEI as well as by sponsors, donations, and with other legal resources.
6.3. The organization submit project for ongoing events. If the project is approved, then it is financed by the HEI. The project may also be financed by international grant.
6.4. The Organization develops projects on various fields and implemented jointly with HEIs, state bodies, NGOs, etc.
VII. Activity termination of the Organization.
7.1. Termination of the Organization is terminated by the decision of Ministry of Youth and Sport, Ministry of Education or Conference.
7.2. The termination of Organization is carried out according with legislation.
VIII. Final Provisions.
8.1. Issues not considered in this Regulation are regulated by law.
8.2. If the clauses of the Regulation contradict with law in the future, then provisions of legislation will be applied.
